In way this seems analogous to Japan's low-tech approach of using hundreds of rice paper balloons sent aloft in the Gulf Stream in an attempt to bomb the western United States. (a few of which actually caused causalties) A lot of resources invested with little return, expect for the Allies and Soviet Union which recovered the plans after the war.
