You have an extra folder level after extract the archive.
JSGME ready Mods should follow this format: Bestest Mod Ever > data > cfg (example) However, during extraction an additional level can be created, meaning the structure is like this: Beastest Mod Ever > Bestest Mod Ever > data > cfg Make sure your mods follow the first example.
