Think, people send these because our goverment must be held in check when spending our hard cash. It is freedom of expression,given to US. by our Forfathers. These elected, greedy, better than working class, don't put there pants one leg at a time.

If by hire you mean pays then you do if you are a taxpayer as he is a government employee, just like you paid for him in his previous government job.
If you mean who appoints him then he is chosen from a list of candidates submited to the house , in the case of the current one he has been chosen first by the republicans then again by them ,then has gone on getting hired variously by democrats and republicans each session, for his current term it was the democrats again.

The Sergeant-at-Arms is not hired but elected by the House. It appears that the Speaker of the House has the authority to nominate who they wish to be the Sergeant-at-Arms but there is a formality of a vote of the entire house.

The House Sergeant-at-Arms is Wilson Livingood, while Gregory Casey holds the position in the Senate. The Speaker of the House and the Senate Majority Leader have the prerogative of selecting and nominating an individual for the post in their respective chambers. Their candidate must then be elected by majority vote of the full chamber, but this is a mere formality.
