I remember trying to do the same with Google Earth images for SH3, but never thought it looked great. But you may get it with SH4...
1) data/terrain/textures/sand02.dds and stone01.dds
getting it back? well, you do use JSGME, don't you?
2) It should, since you're editing the grass files and not the sand and stone files.
3) I don't know why you would be using tga instead of dds, but if you need a tga to dds converter, then here is one.
