Why not just buy another watch qualification? Then you shouldn't have to care about watch crew fatigue. In fact I'm confused as to why you'd need to rest a watch crew at all. Don't all the standard game's crew loadouts give you two watch qualifications? Surely that should give you a watch that never gets below full efficiency even when all the watch crew are fully fatigued. Why rest them at all?

I think the vast majority of players are getting all hung up on the wrong issues when it comes to crew management. Fatigue doesn't matter. Compartment efficiency is the only important consideration. If players get obsessed with fatigue, they will make a lot of work for themselves for no reason. Often there is no need to rest a crew.
