It can grow like this because the reprocussion of doing this over NY city was not the greatest. People panic and run, trample and stomped to get out of buildings. Some pregnant women were rushed to the hospital. Although the towers were taken down years ago, the images are still fresh in their minds. I can only image what they saw and felt on that day. To many, it looked like another attack. Rule now is if an airplane is off course for no good reason or over a no-fly zone an military aircraft is dispatched to pace the aircraft that is either hijack or just plain off course. So, over NY city flying low is a 747 with a military jet following it. It is not a wonder people got upset. So, we have 3 pages of discussion over a darn photo shoot! Hell, they could have photo-shopped the darn plane in for less than the $380,000 spent to do what they did.
