Yes, it does not count... or at least it didn't for me. I took down a lone merchant ship (5500 tons) about 118 miles from my patrol point (best estimate on the distance) and while I got credit for the kill... I still had to get my full 10,000 from the patrol area. I guess that proves the 100 nm radius theory I read about...
