Small update..

After hours of testing I found out that the main problem was caused by the new seafoam texture of the ROW mod.
When the water is calm but with fog there are no problems, a steady FPS of 60+.
In clear conditions the FPS is 75+.

I will do so more testing this weekend to see what happens..
Maybe more people have this problem ?

I have stuttering and short screen flashes (very annoiyng).
Mayby You know how I can remove (change to stock - I have backup) new
seafoam texture from TMO mod? Which files are responsible?

And...... strange effect, never seen before U-boat Missions addon, when I DISABLE volumetric fog, I see (underwater only) some kind of double vision of my ship (I don't drink while using computer ) it looks like my main 3D submarine + another one, very close to original, but much more transparent, like halo of image.

All Nvidia panel settings like before when I play long ago without add-on and with older TMO mod version.

I have so many small problems and glitches with SH4+add-on+newest Trigger_Maru, mayby I should play without big mods, but I like many "realism" improvements added via mods, especially TMO. What a pity, that all big mods have environment mods embedded inside.

I have similar issues (8800 gts) the environment mods murder my FR. It'll be 90 until I look at a bow splash or wake, then it literally flickers between 70-90 and 2 on the FPS meter... 70, 2, 85, 2, 90, 2, 71, 2, etc.

Tater what happens if you use V-sync?
does it go completely tango uniform?

I had a similar problem, i found that if i enabled Vsync and frame rates plummeted then it indicated one of my settings, either in game, or from the nvidia control panel were not correct. once i got the settings right, the frame rate would match the 'refresh rate' of my LCD, steady at around 60ish in control room. then when you uncheck vsync for normal game play the frame rate would stay steady at 60 give or take 10. Consequently, exterior views were steady at 30, in all directions.

in other words, enabling vsync better allowed me to trouble shoot graphics settings, clear as mud?

EDITED frame rate numbers.

I'll try. It may well be since the only change in my PC was changing from my NEC CRT to a samsung LCD.

For NVIDIA users, worth to try IMHO.

Beside known options (V-Sync, debug mode in sim.cfg) You can try with Nvidia Control Panel - there is Maximum pre-rendered frames option (default 3).
Yesterday I change it to 8, and stuttering is almost gone, barely visible, and white, annoying flash every few minutes is completly gone.

Just to try I have 8800 GT and pre-physix drivers (175.19).
Remember - download NEWEST DRIVERS is not very smart idea, not always, especially for older games

Info about this option:

Maximum Pre-Rendered Frames: If available, this option - previously known as 'Max Frames to Render Ahead' in old Forceware versions - controls the number of frames the CPU prepares in advanced of being rendered by the GPU. The default value is 3 - higher values tend to result in smoother but more laggy gameplay, while lower values can help reduce mouse and keyboard lag. However extremely low values such as 0 may hurt performance, so I recommend this option be kept at its default of 3 globally, and only adjusted downwards in specific game profiles. Remember, in most cases mouse lag is due to low framerates, so adjusting this option is not an automatic cure to lag issues, nor should it be the first thing you try. Finally, it only works in DirectX games, not OpenGL games.
