We are very lucky that this report was ever made, microfilmed and later digitized in pdf format. It is wholly available exept for the part about chemical warfare at :

even more complete than combinedfleet sometimes, in truth I use both as sources.

This one has lots of other stuff (WWI etc..) other than submarines of the imperial navy.
