Well ya know, it could be a CIA spy plane or soemthing!
 Anyway, don't be surprised about this. Chavez is using tactics used by every other ruler looking to cement power. He diverts attention and blames a country or a people and sooner or later, the propoganda sticks. Take Germany and the jews for example. -S
