If you're playing stock SH3 you can go anywhere in the Atlantic and the Arctic Sea. If you play GWX/NYGM/WAC you can also go to the Indian ocean and Australia. In either case you cannot go to the Pacific (i.e. where the US Submarines were operating)

I think you need a new graphics card mate. You need a minimum of 128MB to play the game. Although you can always try it and see if the level of frame rate you get with your current configuration is acceptable to you.
