It's based on the angle to the center (long axis) of the sub. Which means the farther from the sub the target, the greater the meters of distance between the torpedo hits for a given angle.

Pretty sure on the TDC map you can see multiple lines coming out of the sub to get an idea of this.

If you fire two torps, one goes left and one goes right. If three, one goes left, one goes right, and one goes straight down the middle.
