Seems to be two ways to control the TC to 1 for a message then Leo. From what I gather, the lower priority messages can be set up for how long to transmit (days and hours to do it), priority set to low or high, % the sub will actually received it. So in theory, of they all are set to low priority, low % to receive and a short time transmitted, it would be safe to say the player will not be dropped to 1x TC for just regular news. This is just a theory at the moment. Also, it looks to be split, the Asiatic Fleet has there own command sending messages and the Pearl based subs have their own command.
