Yes, but balao's service time is from 1943 to 1963, this is defined in the config file.
If this bothers you so much, open up NSS_Balao.upc and change the line UnitInterval= 1943-02-04, 1963-07-11 to UnitInterval= 1943-02-04, 1945-02-04
