you are probably playing FOTRSU, correct?

no, SH4 will not allow you to control which engines are used for propulsion and which are used for charging the batteries. you cannot control your engines for ship handling either. send your comments on that to Ubi.

that message-reference is PB's attempt at realism.
the message-reference in the game is meant for you to run at less than Standard speed in order to conserve fuel or charge batteries or delay arrival at some location.
