It would be easy if they had the missile altitude in the default folder, but I don't see it. It may be hardcoded in the game. It only needs to come up about 20 meters.

In the TLAM section: CruiseAltitude=300 Try 400 - 600 and see how it goes. Too high and the missile may have issues diving down at the target when terminal homing.
