That is not true. The game is easily moddable through an override folder. Only Steam Workshop itself is not supported as this turned out to be non-trivial to add. So you'll have to use a different repository for mods, such as Subsim.com

Subs are faster than you think. At flank speed you can dive past test depth in seconds.

It's because of pacing and the fact that we don't want to end up like Silent Hunter where 90% of the game gets spent in time compression with all the shortcomings that has.
