Perhaps Lockheed Martin taught the shipyards everything they know
 This is the norm it seems and not only in the US. I remember reading about the Danish Govt officials were less than impressed with their new military helicopter purchase after one of their soldiers stomped his foot right through the floor plates in the cabin.
