My PC can handle it this game on max settings at over 60 FPS, so It should handle this, I will look into it when I get back.

I have the bad shadows also . Its either ati card or mods . Do you have an ati card ?

I installed the shadow mod, but now there is a nice dark shadow, but a horrible outside shadow that is all jagged.
It's better, but not enough for me.
Could this be a Video Card issue?

It is not really easy to get accurate shadows with SH5

I think your outline shadow issue is coming from your card
I get pretty clean shadow, not perfect, but slightly pixellized on edges.
Yours are pretty weird indeed...
Did you changed something via inspector or something?

Since V13's problem has started suddenly, I suspect that his shadow glich was caused by some wrong setting. Unfortunately he has overwritten so many of the stock files with modded ones, that it would hard for him deciding which files were corrupted.

V13, you are reinstalling the game, don't you?
