As long as both sides are turning, RPM = (set speed in knots)x50 on electric motors and RPM = (set speed in knots)x31.25 on diesels. So staying at or below 100 RPM means not exceeding 2 kt submerged. That is the default speed setting for silent running, automatically selected when you order "Silent running". You can go faster that that, but you're not silent any more, whatever the little icons say. OP was spot on: doing 3 kt is ringing the dinner bell for DDs.

AFAIK, you can not set your RPMs in SH3 (can in SH5, BTW). But there is a tachometer next to the engine telegraph at the forward end of each diesel. Go there, order up various speeds, and watch the RPMs respond. Notice too that motor RPM leads log speed. The motor speed changes quickly, but the boat takes much longer to respond.
