Yet this article says that Finland deports many non-citizens every year. I don't understand what the problem would be with these two.

Two possibilities(apart from the obvous legal arguements the individuals could bring).
Deportation requires the two countries to agree on the transfer, if one of the countries refuses thats scuppered the deportation.
Free movement, Finland has both Schengen and Nordic Union so any person with a right of residence in any of the 26 countries has an automatic right to stay in Finland.

Olli Koskipirtti of the Finnish Immigration Service says that if a country refuses to take back a citizen who has been deported, Finland has no option other than to grant the person in question a new residence permit.

So what to do with him now? It would be nice if you could tell the country of his birth "You made him. He's your responsibility."
