I'm going to guess here that you are right clicking on the download link and chosing 'save as'.
Just left click on the link and the download will start. Welcome aboard ![]()

Yeah i should update that FAQ. Deleting the entire dials.cfg file at this point would probably be a bad idea. What JoeCorrado posted is what you want to do.
