Not true... in real life´s early years of the war some boats were ordered to scout the bay and inlets of northern scotland. Kaleun Kretschmer had several "creeping through the shallows" mission when he was in command of U-23 (Type IIB).

Anyway... in SH3 i try to avoid the shallows as good as i can. Dont love crashing into the mud while crash diving.
