Maybe the reason Ubisoft isn't releasing the patch for the U.S. is because they think we already fixed the problems ourselves with mods from sites like this one.

That pretty much tells me that the focus for the game is going away.
This does not bode well for further patches.
Certainly the priorities are elsewhere, with more profitable ventures i would say.

It's not like Ubisoft are unwilling to fund another Patch, if sales were bad that would be understandable, but the work is already done. Patch 1.2 exists and obviously has done for some time, they have it in Russia don't they? Why postpone its release indefinitely unless there are some legal issues? What could they be?

Is there any way to get the files from Russia? It sounds like a goddamned Cold-war conspiracy thriller!

"Patch postponed indefinitely!" was already written on april 12 2010.
So the last info from the devs about the 2nd week of may is still "hopeable"

I will try to take files from Russian version 1.2 and to collect the patch, but it long enough. I will lay out tomorrow or the day after tomorrow.
