I thought that early on they toyed with German then declared for English (of sorts).

I believe that while English isn't "official" by law, all government documents, laws, court documents are in English only. That, by default, makes it official, sort of.
They really should declare an official language here. In France, it's French. In Germany, it's German. In Spain, it's Spanish. In Portugal, it's Portugese. In Florida it's Spani.....er, well, not sure.  Hard to find anyone in Miami that speaks English.

We have two official languages Finnish and Swedish. Because Finland was part of Sweden proper for 600yrs and 6% speak Swedish as their first language. We have everything in two languages, from official documents to road signs.
