Sorry to bump this post up again, but since it was named Mini tweeker this is probably the best place to ask. I have had to re-install my windows and am trying to get the mini tweeker back on my pc again. Unfortunatly i can't seem to find the link to the mini tweeker program anywhere. I have tried to find it on filefront. But unfortunatly if you do not know the exact name of the file you end up with a whole lot of links, but nothing remotely pointing to SH4...
