TWOS: Help me understand refitting
1. Under what conditions can you refit at a port?
2. Can it be any allied ('blue') port? 3. Or are there specific allied ports only? If so, is there a list? Asking because I'm in a campaign right now and only have two torpedoes left, but the nearest port to me (happens to be Algiers) does not give me a refit option. Thanks!
