It didn't work as expected the first time? An offline game without wolfpacks was modded to simulate wolfpacks - and now they don't act like real wolfpacks ordered by Doenitz? Did you try to play online? Create a multiplayer scenario with a few human controlled uboats, find some of your kind and do whatever Doenitz wants you to do. So far SH3 is quite well programmed to simulate wolfpack attacks.
