You can change options only in the bunker.. not in the main menu screen.. once you started a new campaign and bunker was loaded press Esc and you will be able to change any difficulty settings ever you want , save the game and these settings will remain in your campaign.. if you are using OHII campaign mod then reload last save for correct campaign start.. that's all
