I'm not new to DW, but just can't figure it out.

You've read the wrong manuals then.

This is what you should read :

• The Red Book
• The Multiplayer Tactical Employment Manual
• The P-3 Operating Manual
• Notfallmappe
• The Kilo Doctrine

The first 2 are an absolute read, they give the basis and then some more for naval tactics and manual tma. No one started this game with everything learned.
