Torpedo defects were more common in the early war. All navies that used them had problems with their magnetic exploders, premature detonation being the classic one modeled in the game. It occurs most often in rough seas.

Just like you said. I will add, in map areas with shallow waters (white patches of sea) the magnetic works very well at low speed and under 1000 meters. So how to determine the calmness of water? By visual inspection (Calm sea, no waves) or Weather report (Wind 0 mps) If you meet these parameters, add or subtract 1.1~0.9 meters to draft value.
