Mods won't appear in 1.5V

I've tried multiple mods, but none show up. The one I would like is The Trigger Maru Overhaul, with Training Wheels. Located here:
http://forums.ubi.com/eve/forums/a/t...5/m/4281098036. The version I need w/ SH4 1.5 is 1.7. After downloading it and using the SJGME (sp?) to operate the mod, it still doesn't appear like it's operating in the game!. Any ideas? I also tried the mod U.S. Medals Fix II_TMOWTW and installed it after the TW version, but not sure if that works either.

Any ideas?
