The carrier you need to sink is never in the so-called "Carrier Patrol Circle". You actually have to go right outside of the port of Plymouth and it will be there or actually sink it while its docked at that port....I was so pissed of that when I couldnt find it myself...so I looked in the Campaign files...and found out where its supposed to be.

It's in the carrier patrol circle, at least sometimes. That's where I found mine. It took a bit of searching, though.
