Currently I have:

Fog=3
FogRand=1
Clouds=2
CloudsRand=1
Precip=2
PrecipRand=1
WindHeading=0
WindSpeed=4.000000
WindRand=1
WeatherRndInterval=2
SeaType=0

Do not save and reload too often. If you (re)load there is a randomization timer that gets reset. It's a known bug with SH3.

Aside from that somebody (actually 2 persons) did extensive research on how the weather changes and what migitates it getting stuck. They produced a document to explain it. However I cannot recall their names. Maybe somebody else remembers it.
