Default Adding Qualifications in SH3

It's probably been asked before but how do you add Qualifications to your crew using SH3 Commander. I'm in port after 3rd patrol, most of the crew have enough renown to be promoted which I know how to do. I can also award medals but when I try to add lets say Watchman to a crew member, no dice, I just get the no go icon.

HELP! What do I have to do?

Are you trying to add quals to petty officers, or regular sailors? I'm not sure, but I don't think ordinary seamen can have them.

You can only add quals to officers (3 each) or petty officers (1 each)

Actually you can give qualifications to seamen using SH3Cmdr, I doubt they have any effect though.

For ordinary seamen experience matters much more than qualifications. Officers are the ones that do the most with them

Even though adding qualifications to seamen (or adding multiple qualifications to petty officer's) has no effect, I still like the idea that you are able to do so. When sailors get three stripes I generally add a qualification to them as to indirectly assign them to an area so they don't get lost in the shuffle.

Adding extra's to the petty officer's I treat as kind of an indirect promotion/status relative to others on the boat. While there might be multiple CPO's on the boat, I always make sure that there is a "Chief" of the boat that is recognized by having 3 qualifications to help single him out in addition to his experience.
