I can't remember for sure, but I think it's your 'basic.cfg' file.
Alternatly if you have SH3 Commander it lets you change this and other things easily. There's also a few other tools for things like this you could look for. |

GUNS_SUB.sim
Since the file is encrypted, the best way to alter it is through SHIII Commander, or one of TimeTraveller's tools (I'm not 100% sure if MiniTweaker has a tweak for this file or not though).
