NYGM patch 3.5A released

As a result of the requirements of H.sie's forthcoming wolf-pack mod, and in an attempt to reduce the number of CTDs (crashes-to-desktop) that occur when reloading patrols that were previously saved during the patrol, I have reworked some of the files for NYGM.

It is much safer to reload part-saved games now, although this old problem of occasional CTDs, which dates back to the earliest days of SH3, can probably never be fixed completely.

Credits for this to TheDarkWraith's Validator 2.0.2 and to SquareSteelBar's reworking of Sergbuto's AI U-boats.
