Yeah, a C-SPAN replay or something close to it would help greatly. Watched some of that channel the other day... bored me to tears but I reaped a lot of information from it.

The struggle between the Executive and Legislative branches concerning the scope of Administrative Law has been going on since the late 1800's.

All presidents (democratic or republican) push the envelope and when it gets pushed enough the congress (whether controlled by the democrats or the republicans) push it back in place.

Just remember that the Executive Branch can pass what ever regulation or policy it wants, but if it costs one dime, it needs to ASK congress for the funding.

Much ado about nothing.

Mr. Moon is a media researcher not a legal researcher. He would be well advised to at least glance through the Federal Register or the Code of Federal Regulations to get an idea of how common rules, regulations, and policy that originates from the Executive Branch legally governs our lives every day.
