They might be too busy playing. So far no "big-ass well known modder" got the game. There's also the possibility that the modding tools will not be inlcuded on the disk, but as a downloadable app. Morrowind had the TES tool on a separate disk. Oblivion only got it after a few weeks, download only.

Something in there called the goblin editor.. GR2 and DAT file editor not sure what its for.
