How to modify u-boot availability for flotillas through SH3 Commander?

Alright, my objective is to unlock everything at the very beginning of the game. I partially succeeded in a slightly "unorthodox" way (changed all the years in the basic.cfg files into 1939 and all the Months=* into Months=8) since all the modifications and u-boots (per flotilla) are available.

Now, I have two problems:
1) Torpedoes aren't unlocked, only the two starting models are available. Anyone knows how to fix that?
2) OF COURSE the XXI u-boot is only available for the 11th flotilla, which becomes available in June of '42. Anyone knows how to make all the u-boot types available for the 7th/13th flotilla? (which is the only one that stays available from the beginning to the end of the war)
