How is it possible that I can hear noise and my Hydro guy hears nothing.
is it possible to adjust this.

Because AI sonarmen listening range is depth and angle dependent (just like in real life) which is not true for player when operating hydrophones manually (game engine limitation)...SH games are full of small illogicality like this one. This is also stated in TWoS FAQ and tips section so I can suggest you to take a good look there ...
