Default How to edit Rudder?

Does anybody know how to edit the behavior of the rudder? If the boat turns to a new heading it automatically goes either to "rudder full starboard or port" (left or right) which slows down the boat a lot. I would like to change it to 15 degrees left or right, that would be realistically "rudder standard starboard or port".
I think that is more like in real life too. Rudder full left or right would only be used in emergency turns what you could still do with the keyboard commands. I think in SH3 it was that way.

you can specify the rudder turn angle by settuing the compass to "Rudder" dial and setting the specific value

Thanks, I knew this already. I still would like to change it so it uses this automatic behavior for course changes and for plotted courses.

Thanks Karle94 for your help. I was able to find this "rudders" section and figured out how to change the value but this is not really what I want.
I would like to keep these values as they are but change the rudder angle which is used for course changes, either by plotting the course or selecting a new couse by clicking on the compass. Instead of going to full rudder it should only go to 15 percent rudder. With other words I would like to keep the drag factor of the rudder but not the angle used when automatic course changes are applied. How can I do this?
