OBS Periscope height

Anyone else notice that the OBS periscope's maximum height is too low?

Well it's been on my mind since the beginning but I kept just blowing it off but I kept noticing that when you raise it it didn't seem like it was coming up to where it should be there in the control room. Like if you were actually standing there you'd have to bend at the knees or bend over to look through it. So last night I thought I'd see if this was the same up topside and sure enough it doesnt raise to the same height as the attack scope. About 2m less in fact.
It comes up to 1.1m above the water, and the attack scope comes to 2.24m above water. And in rough seas that one meter makes all the difference. Plus it would look right down in the control room by being at eye level instead of at your elbows.

So now what I wonder is there something that can be done to correct it to raise to the proper height? Or is it another hard coded thing.
