I doubt it. SHIV uses modified engine of SHIII and releasing SDK for SHIII would also mean that it could be used to mod SHIV. Wait a few years and they just MIGHT release it, but I doubt it.

UBI has no concept of what SDK means I believe.
Unless they interpret it to mean
"Sucker Dumb Knuckleheads"

I voted option 2. I'd like to think that someday, maybe after they've fixed SH3 to SH4 standards and fixed SH4 period, when they're all done and realize there's still so much that can be modded if only we could...
