WOS and JSGME advice

When I installed WOS mod it came with JSGME fully working with a dozen or so WOS mods to choose from

Can anyone tell me should it have set up a MOD's folder also ?

it didn't set up a MOD's folder so I created one myself ,, problem is JSGME does not recognise it... any mods placed in the folder are not seen by JSGME !

is this because WOS is not compatible with other third party mods ?
Hence no mods folder to temp your into trying third party mods

am I on the right thought track here ?
anyone else seen this ?
