Saudi reactors

Even though that Saudi arabia does have a history of operating nuclear reactors, this is something new, something major. As they are ordering 16 new powerblocks (VVER1200 I guess) for ~20 GW of energy. The price of the contract is ~100b USD. I wonder if there would be offset agreements from the either side to go with the deal. And I wonder why it happened now.
