If it is German I would guess it is the same type deal Rolls Royce did with their Phantom chassis and made it a armored type car with a machine gun on tip. The doubled the wheels on the rear to carry the weight. Probably something similar.

I think it might be a Czech Skoda PAII "Zelva" or "Turtle", rather than German or VW.
