Skins ..interested

Hi to all;

First off i would like to make a mod if you can call it by skinning my own sub. I had some experience in 2D programs but now Im out of the way knowing the format as to how the skins would work and where to put them to make it work. So If someone can give me tips on this matter and maybe I can show a bit of my work for the interested party to check how it goes. I would be using stock game but not sure if it would work or do I need mod enabler .. to make it work..
