Watch is not wearing "Ölzeug" during storm?

Fellow Commanders please help me!
My crew wont change its clothes for rainy/stormy weather and I have no idea why. Even if I switch the watchcrew, it doesnt help.

Has anyone experienced this "problem" before? It is odd to see the watch on deck during a heavy storm not wearing its Ölzeug...
