GWX 1.2 1939 is this really that easy..?

Not sure but maybe there's something wrong with my install. Everything is running ok but i'm in 1939 and I can sink anything that goes by with out a problem. Destroyers go right by me and gun boats just run around me and speed off....strange, nobody will attack. If I fire a shot at them they do then attack but be for that it's like we are not at war. Is there something wrong with my install..? thanks for any info.
